Suspect the flowers this side of the fence are Honesty (Lunaria annua), and they may be escapees from someones garden. This is only a small portion of what were there. So they are fairly prolific, and can easily contend with other wild plant-life.
The easiest way to confirm their identity, may be to wait and see if the distinctive seed-heads appear.
