Refurb

The bust of General Sir George Don oversees the ongoing refurbishment of the Gibraltar parliament building from behind scaffolding poles and protective sheeting. 

Don was never officially Governor. The title was held by absentee noblemen but he, as Lieutenant-Governor, was in charge of Gibraltar and carried out the gubernatorial duties. He was extremely popular, and made many improvements to the territory during his tenure.
