OK, so this is the second time that I have seen this vehicle. Today I thought it might make for a fun blip. NO owner in sight, so THIS is where your assistance is requested.

Most of the bumper stickers seem to relate to the UK. I'm sure I will see this vehicle in the future, and will get to speak with the owner, but in the meantime, does anyone have a clue as to what this plate means??
