Why?

Why do people who own cats think that is it perfectly OK to let them roam the neighbourhood to do things like this?

The cat that killed this bird wasn't hungry just "doing what comes naturally"!

If all owners put collars with loud bells on their cats before letting them out then the birds would at least stand a chance of escaping
