I think this might have been an Eider Duck and it might have had something caught around its bill.

Extra: A new chapter in the saga of the underpants; there is a recently fenced-off area next to the washing line where new sewage pipes have been stacked.  The pipes are going to be used in a local project.  The pants are still hanging on but the recent windy weather has taken its toll.
