Who polices this?

We went for a walk tonight...3.5 miles, as I needed a rest day from the gym.
These warnings have been painted on pavements all around our local area. However, I think there is a dog walker with a sense of irony because there was a dog poop about ten yards away from each warning!
There was less of it when there were no warnings.
Ah well...keeps us alert..."watch out"
