There is a massive, and increasingly unpopular, governmental drive to build more cycle lanes. 
So that more people can join in the fun. 
Thankfully they never let the reality of the meteorological situation dampen their enthusiasm for the creation of a cyclists' city. 
In all their fancy modelling websites and glossy marketing brochures it never - ever - rains. 
Wake up and smell the welly boots, lads. You'll never get everyone on bikes in the pissing rain.
