2013 Challenge - Bizarre

2013challenge; week 26, for June 23: bizarre
Wheelchair with such a high bar seemed bizarre to me.
Was told it's not for hanging IV's (there's a special single pole with many hooks on wheels for that) but to PREVENT patients from taking the Hospital's courtesy wheelchair home with them!
