Useless

They had to dig up the street opposite the substation just round the corner from us after a power cut a few weeks back.  They finished the job a couple of weeks ago, completely repairing the road and pavements, but the traffic lights are from a different contractor and are still in place.  For the last week they have been stuck on red in both directions.  

I tried calling the number printed on them to report this, but that was the manufacturer rather than the contractor.  Someone has finally put an orange bag over one to indicate to motorists they are broken - I think it's unofficial and some people coming the other way still wait ages before realising the problem.

There's fairly good visibility so it's not that dangerous - just annoying.
