Branch down

We have had a bit of a stormy day with high winds. This Oak tree is in a neighbours place and has already lost one large branch in a storm a few months ago. At the time they debated taking the whole tree down but decided it wasn't diseased so left it.  Maybe water got into the original wound and has now weakened the tree.
