Derelict

No, not the seated gentleman; he's waiting for his wife.  He's no derelict. Nor is the young woman squinting at the sun guilty of dereliction. 

The dereliction is in the old Rail Yards buildings where the frame and most of the glass remains, but if you look at the building beyond the light, you can see windows without glass...the building just an empty shell. The City is reclaiming the long unused buildings, slowly repurposing structures that once seemed destined for ruin.
