Lazuli Bunting?

Caught this on our walk on the dike today.  Bad shot , but it's not a bird that we usually see. I'll add an extra of our neighborhood Memorial Day gathering. We all have signs of : Beware of the dog (although we have no dog) , Absolutely no trespassing! , Keep out, etc... But we gather to get to know each other and be friends.
