Layers on a float

I spotted the float by the side of the road the other day, and we stopped on our way home from town so I could get a photo of the collection on its side. Seaweed, shells and barnacles. Close to the ground though, and I wasn't about to lie down to make sure everything was in focus!
I had no idea what this was, and G said that it's a kind of float for docks.
