Poorly rhoddy

Foloh bought this last year and it did look healthy then. He planted it at the top of the garden and as you can see it did not do well. It looks to me like weevil damage. He has dug it I and put it in a pot to see if it can recover. Plenty flowers but pathetic leaves.
