Why?

A bollard has appeared across the road from where I get on the school bus. It seems a very random place for one bollard. It is not on the road so people can still park in front of the steps making it difficult to cross the street. It seems very odd! Perhaps it has been lying about in a depot and someone wanted to tidy up :)
