Driver's licence and the test

My driver's licence was valid till the 19th of March 2024, but since I wasn't able (blood tests, doctors, medicine injections) to run all of the needed actions, it expired.
There's plenty of information online both on me and how to apply that I have printed. I don't know if all of it is relevant, but I'll take those statements (ears, eyes, etc.) along.
There are no driver's licence doctors so I'll just go to my general practitioner. She knows me, but the tests come from authorities above her. 

There is one where you are asked to subtract 7 from 100, okey 93, then again 7 from 93, and then 7 from 86 etc on and on.

Then you are asked to draw the clock face with numbers.

I wonder who blockhead invented these and how do they prove that I am capable of driving. I think that it would be enough for the authorities to know that I am living alone and independently without any assistance, mental or physical. (Well, the nice cleaning lady comes every two weeks, and is both mental and physical help! :-)  :-))
