Kyoto Tower, Japan

A few steps down from the main observation area on top of Kyoto tower is this curious area with hundreds of brightly coloured bands.  I never heard the meaning of them or how much it cost to place one.  So they were interesting but enigmatic.  I will post a more close-up picture in the near future.
