Circles

I had noticed these stickers on a lot of street bins recently, but had no idea what they were.
Today I saw someone come out of a shop, unwrap a disposable vape, & peel off a sticker. He put the wrapper in the bin & the sticker on top.
At least it solves that particular mystery.
Kind of.
