Clearly not a deterrent

I was altogether flabbergasted to see the maximum penalty for dumping grass cuttings - as you can see by the ever increasing pile behind the sign it appears not to be working as a deterrent.
What can you use grass cuttings for? I put them on my compost heap but too much chokes it - can we design a car that runs on grass cuttings?
