Fallen soldier

The first mistake in fixing things is to take at face value what you're told is the problem. No power the eBay listing said and like an idiot, I didn't check that the fact there was no sign of life meant there was in fact no power. 
There is indeed power but there is also dead bulbs. So with power reconnected, while checking voltages I just happened to blow up one of the main output transistors. See the shadow where he used to stand. So now I wait for a replacement. And new bulbs.
