Either or a Meringue?

        I/we saw these, at infrequent intervals along the Canal.  It took me until today to get a clear(ish) shot.
        All I could bring to mind was Mimulus - BUT - for two things.
Thing #1 They didn't exactly look like any Mimulus I'd seen either in form/size or flower shape.  In fact they were close to Himalayan Balsam in format.
        BUT - When I searched Balsam there were none of that colour.
