Step Two - FAIL!

I think I know what went wrong, just a matter of seeing if I am right...

a) I dont think the paper was evenly coated.
b) I dont think it was quite dry enough before exposure.
and
c) I don't think I exposed it for long enough

of course there is always

d) I'm an idiot...
