Not a pretty sight

In the park I was having a walk round I saw a man looking intently down at the ground, so I assumed he had found something interesting so when he moved away I had a look myself.  At first I thought someone had been burning rubbish but these are a fungus of some sort that has decayed, but I have no idea about identification.
