Answers On A Postcard

A quick trip up toon, I don't think I have noticed these before, near the Usher Hall, but little chutes to the left of the front doors...

a. old fashioned cat flaps?
b. expell the mice/rats?
c. pour something smelly down to scare off the landlord calling for the rent payment?

It's gotta be one of those?
