Cumbersome

My kitchen window creates questions. Here came a lady with a shopping cart from our grocery shop. In the shopping cart she had a shoppingbag on wheels (I do not know the English word for it). She had great difficulty in steering the shopping cart. It would have been easier to use the shopping bag on wheels. Why put it in the shopping cart? 
And then of course I do not like it when she takes home a shopping cart, because I do not think she will take it back to the shop later. The shopping cart will, with the help of  another a hooligan, end up in the river.
