Waste bin?

Earlier this year the road adjacent to the rivulet Gersprenz was renewed, so not only new asphalt but also a new underground. But nature is rude. The small and calm rivulet sometimes has power and washes parts of the borders away.
So too in this case. A deep hole appeared, more than half a metre  deep and nearly 50cm in diameter. Not bad, taking into account that we hardly had any flooding since the renewal.
But why in the world should people leave their dog poop bags in or right next to the hole? Does that make any sense?
