Man At Work

I didn't work out what he was actually doing but a reference to Google Street View's older records suggests that, as this is the location of an old  floodlight, it's an electrical installation of some sort.

It's also interesting to note that the blue wall was, until recently, white and, before 2012, was a dark terra cotta colour.
