A Suitable Case for Treatment?

On the way up to East Devon today we saw a lorry with hay bales which had caught fire on the M5. Although it was on the opposite carriageway the traffic disruption still caused long delays for us on the return journey. There was then a serious accident on the A38 and we heard this evening that the road had been closed. Not a great start to what seems to be seen as the start of the Xmas/New Year holiday period. 
Driving home we stopped for a break in Chudleigh where the Main Street was dressed for Christmas. Through a window we saw this character. I think he might have been a bit optimistic about any benefit from the treatments on offer.
