What Heating?

Heating anticipating Xmas by getting over excited and over-hot.  Symptoms quite the opposite of what normally goes wrong with storage heaters.  Some possible causes eliminated, but problem persisting and options starting to look expensive (including replacement, which would necessitate re-wiring the whole house!).
