A Leak Too Far?

I was surprised to come upon this scene in Northampton Bus Station today. The guy up on the cherry picker gouged a hole in the plastic roof with a screwdriver, then a stream of water poured through into the bucket below. When this bus station was built there were concerns about the leaking roof. Now it seems these operatives are adding to the leaks.

I suppose rainwater must have pooled on the roof; even so, this seems like an odd solution to the problem. At least it provided entertainment.
