It's called

middle-class fly-tipping, this dumping of rubbish on the pavement in the hope that someone will relieve you of it. In some places people have been prosecuted for it but not here, yet.

Some bricks I regard as useless were collected today, as was a large piece of good-quality damp-proof membrane by someone building a boat. Someone else is due to collect my smaller piece of damp-proof membrane tomorrow, even though she knows it has holes in it, and another person is due here on Thursday to take some others of the useless bricks.
