What on earth?

I'm honestly gobsmacked by the local council's latest attempt to repair potholes. The actual patches are beautifully done - smooth and flat with neatly sealed edges. In utterly baffling shapes, and in some cases still actually cutting through the adjacent hole which wasn't considered quite deep enough to fix. And not just this patch in the photo - it's repeated for a good 200m or more of the bus lane, with concentrations at the junctions. Shockingly bad.
