I've only seen this drainage ditch overflow once, and that was from a point further upstream where the current has to go round a right-angled bend and the channel is quite shallow at that point. 

Since then the parish council have cleared the upstream sections of a lot of debris, with the result that the water can flow very high and very fast after periods of heavy rain. 

The debris was unsightly and needed clearing, but it did slow down the flow and the local wildlife made good use of it.

Another case of 'six of one and half dozen of another' perhaps.
