Quality?

There are lots of new houses being built near my office and there's a walking route through them that lets me be nosy at all the neat new rows of buildings with their solar panels and EV hookups.
This house however seems to have a bit of a problem with salts or something in the brickwork. Can only be 6 months or so old. I'd be a tad annoyed if I owned it, but maybe it is harmless and will disappear with time or scrubbing. I'm no brickie.
