One of Gloucesters young Citizens

That should be 'One of Gloucester's less desirable citizens'!
There's thousands of Gulls, mostly grey and black backed but a few black headed and other types. People complain like mad about them, the mess and even getting attacked by them particularly during the nesting season.
They are attracted by the landfill tip at Hempsted but also the litter louts that drop the remains of their McDonalds, Kebabs and other fast food rubbish giving the gulls easy pickings around the city.
Put it in a bin, or better still eat it or take it home! The gulls would then go somewhere else if there's no food for them.
