Recall or Stand-off

While walking Molly through the park this morning we noticed this dog and his owner on the other side of the park.

Suddenly this little chap sat down and his owner kept on walking right across the park and then sat on a bench for as while. Eventually, after what seemed like several minutes, the little dog jumped up and ran across the park to his owner.

What I couldn't decide was, was it a' stand-off' by the dog who did not want to go home or a perfect exercise in 'recall training'.
