This is a "strand" of cormorants coming in off Lake Ontario for the night. If the flock of birds is flying in a loose V formation, it is called a "skein."
Notice how they all have their bills open in flight. They are not calling out, they are refreshing the air in the air pockets they have in their necks which cushion the blow to their body when the dive in the water for food.
Amazing what one can learn when on vacation with a professional birder!
