The Dee Estury at low tide

My youngest son is over from Toulouse, he is the one who got me interested in photography. He has a new camera, so this evening we went down to the beach where the River Dee is,( when the tide is in), and took a few pictures. He has helped me to edit this slightly in photoshop elements!
My blur and paintbrush tools are not working so if any one has any ideas I would be most grateful. ( I have looked up problems on the inernet and so far all that has been suggested is a problem with Synergy, but I don't have Synergy!)
