To fence or not to fence...

I've blipped parts of Imperial Gardens in Cheltenham before. Here you see the gardens with the Town Hall in the background. I love the beautiful planting but I also like the fact the gardens are completely open to the surrounding streets and if you feel the urge you can just walk in and flop down for a few minutes.
I read in the local paper today that they are going to put wrought iron fencing round the gardens. Obviously anyone can still come in but I feel it will impact the line of vision and we will all have to funnel in the appointed gates. Apparently it will enhance the Regency Heritage of the town. I do "get it" but I don't personally like it.
