What, me worry?

Near Six Flags Great Adventure in Jackson Township, New Jersey it looks like they're starting to set up for a Halloween carnival or something. Not much is there except a couple of displays like this. I can't figure out if this is supposed to be the Frankenstein monster or Paul Bunyon. To me it looks like a demented Amish farmer with the face of Alfred E. Neumann.
