Installing road signs on University Avenue in Morgantown, West Virginia. This route is a major thoroughfare, usually very congested, and a good portion of the crowding is due to the University policy concerning student possession of cars on campus. As far as I can make out, there are NO restrictions on student ownership of personal vehicles even if the students live in student housing on campus.

Most large universities prohibit freshman and often second year students who live in campus housing from owning personal vehicles because of this problem of traffic and parking congestion. These rules do not apply, of course, to students living in off-campus housing.
Needless to say, proposals that seek to ameliorate this problem are vastly unpopular, not only among the student body but among the donation-bestowing alumni, and this is one group that the administration risks angering upon pain of death!

WVU has created a traffic monster due to its unwillingness to tackle this politically volatile issue, and is one more consequence of the administration's failure to grow a pair of balls.
