Why, why, why?

So here is the question;
Why oh why do people get so lazy that they drop litter on the street rather than use the bins provided.
Aberdeen Council have now placed these solar powered bins all over the centre of the city.
They work by compressing the garbage deposited in the receptacle, then sending a message to the council when it needs emptied.
Very clever and very environmentally friendly.
