Ignore or deter?

A very long parents evening tonight...... Managed to take a quick trip into Marlborough to buy new PE shorts for A ( who lost his in the first week of term!)

Since having Hamish I have noticed even more dog fouling than before. Taking inflation into account, £5 in 1957 is now worth £102.14, probably the same amount you would pay if caught today. Would it have been a deterrent then? It doesn't seem to be much of a deterrent nowadays.....
