Animal or vegetable?

It's hard to tell sometimes with things from the sea.

This "thing" looks like a flower. Couldn't find it in my "Australian Seashores" book so I am none the wiser. If anyone knows I'd love to hear from them. I do know it's not mineral since it is quite rubbery.
