Peddling any old rubbish

Well I took a stroll down the 'mile tonight and caught this guy....on a modified bike with attached piano. He wasn't playing a particular tune either....and was even outside the fringe's cordon at the top of Cockburn street.
Make you wonder if he's allowed to do that.
