Saturation

Having failed to get to work yesterday despite trying for some time, due to the high water levels on the roads, today, I did get through this. 2 days since it rained and the flood waters still haven't gone down. Could it have something to do with the fact that all natural drainage points (lakes) have been filled in to build on i the last 2 years, and drainage systems are non-existent?
