Useless lights

On my way back home from the Docs this morning I noticed these traffic lights, they do nothing, apart from controlling pedestrians. Why ?, Well this road has been a one way street for over 20 years, in the other direction! It is also a Pedestrian precinct, with vehicle traffic restricted to 8 kMS an hour, and in the other direction, for Access only. But the lights go on, night and day, red to green, pause and back to red. It is quite likely that no one has noticed yet,or it would cost more to switch them off as it does to ignore them, things go slowly here in Geldern...
