Speed limits

I have seen these signs for awhile now in Charlotte Square on my drive home from work but have never been in quite the right place to blip it.

The first time I saw the sign it made me smile at the thought of pedestrians walking in amongst the traffic on the road at 20mph or have I just got a warped sense of humour?
