Is this not illegal??

I saw this car this morning on my way to work driving down the road!!

I am sure it is illegal to drive with things all over the car obstructing your vision, however at the same time I wondered if it was possibly a present for someone being dropped off - this could have been the case but I saw the car again at 9:30pm still with the balloons on!!


What do other people think??
