Obstruction

I remain intrigued as to how this bollard/bin ended up in a hole in the middle of the road. I fully expected someone to have driven into it during the night, but, thankfully, there was no sign of trouble the next morning. By then, the not-very-visible hi-vis vest had been replaced by a proper barricade.
